About PHI Consulting

Formerly known as Overseas-Tech, Phi Consulting is a strategic advisory firm specialized in geospatial intelligence, operational data systems, program architecture and institutional engagement. Phi operates at the intersection of technology, research, organizations and field, since 2020.

We work with governments, UN agencies, international donors and development actors to transform fragmented, scarce, unstructured and underused data into open-source decision-support tools that support both field operation and strategic planning.

Our work does not end with a deliverable. It ends when the system works, is owned, and is sustainable with the best ROI possible.

Our conviction: Data is useless if nobody uses it. Its value lies in its ability to inform action.

Embedding data systems and operational tools within governance structures to ensure national ownership, institutional appropriation and long-term sustainability beyond project cycles. Support to ministries, agencies and donors in digital transformation, data governance and operational structuring. Design and implementation of training programs, governance frameworks, data stewardship protocols and long-term capacity transfer mechanisms across national statistics offices, ministries and inter-agency coordination platforms.

Technical assistance on program design, theory of change development, log-frame structuring, and donor-facing communication. Positioning multi-actor consortia for USAID-BHA, ECHO, DEVCO, and bilateral donors in complex humanitarian-development nexus contexts.

Acting as a bridge between data producers, operational teams and decision-makers. Translating complex spatial data, Earth Observation products and multi-source information flows into operational analysis, strategic intelligence and decision-support tools. Supporting humanitarian, governmental and institutional stakeholders through data interpretation, operational briefings, advocacy evidence packages and territorial analysis for high-level coordination and engagement.

Phase 01
Audit & Diagnostic
Structured assessment of existing data infrastructure, institutional capacity, and information gaps. We map what exists, what's missing, and where leverage points lie — before designing anything new.
Phase 02
Contextual Immersion
Deep engagement with field realities, stakeholder mapping, and power structures and institutional dynamics analysis. Every system we design is grounded in what is actually feasible given the operational, institutional, and security context.
Phase 03
System Architecture
Co-designing data collection protocols, platform architecture, and visualization frameworks with implementing teams. We build for the people who will use the system.
Phase 04
Operationalization
Deployment, testing, and iterative refinement alongside national and international partners. Includes training, SOPs, quality assurance protocols, and integration with existing humanitarian coordination mechanisms.
Phase 05
Institutionalization
Embedding the system within the host institution's governance and funding architecture. We work toward the day our role is no longer needed — because the system and the team are fully autonomous.
